Mission Statement: The Board in making its decisions shall be governed by the following basic standards: The basic spirit and intent of Section 9.05 of the City Charter, and the City comprehensive master plan; the protection of residential property values; the health and safety of the general citizenry of Laredo; in applicable cases, the protection of the historic and cultural aspects of the city; in applicable cases, that the strict enforcement of the ordinance shall deny the property owner the use of his property for any reasonable land use, except as may be specifically stated in variances for parking and loading requirements; and that the essential character of the neighborhood is preserved.

Composition: The Ethics Commission shall consist of nine (9) members. The Mayor
and each member of the City Council shall nominate one member
of the Commission. Each nominee must be confirmed by a majority
of City Council members. Nomination and confirmation of commission
members shall be conducted at open meetings of the City Council.
Created: by Section 12.02 of the City Charter and Ordinance 2012-O-126; Code of Ordinance
Terms of Office: Initial Commission appointments shall be made so that terms are
staggered, with five members to serve an initial term of two years
and four members to serve an initial term of three years, determined
after appointment by lottery. Subsequent appointments shall be for
a term of two years beginning on the day after the expiration of the
preceding full term. No member of the Commission shall serve for
more than three full terms. The tenure of the members of the
Commission shall not be concurrent with the terms of the appointing
council member, so that all members shall be allowed to serve the
duration of the terms for which they were appointed.

General Powers and Duties : This commission is an ad hoc committee that reviews the Laredo City Council districts and federal census data,
then submits a recommended plan for adjusting Council district boundaries to the Mayor and Council for their consideration.
Mission Statement: By January 1 after every federal census, or as soon as feasible after the U.S. Census Bureau releases certifiable population figures, the Redistricting commission shall submit a report that includes a recommended plan for adjusting Council district boundaries.

Composition: The Mayor shall nominate, subject to Council confirmation, 3 Council Members. The Advisory Board consists of a minimum of eighteen (18) members delineated into three (3) distinct Categories of Membership:
Category A: Consists of six members (6) appointed by the Webb County Commissioners Court. Each member of the Webb County Commissioners Court has the option to represent him/herself on the Advisory Board or they can select a representative to the Advisory Board to represent him/her.
Category B: Consists of eight (8) members who are elected by the residents from the designated service areas of Webb County. These designated service areas are served by the Webb County Community Action Agency through the different Community and Neighborhood Centers located in these service areas.
Category C: Consists of four (4) members appointed by the Webb County Commissioners Court from Nonprofit Organizations, Civic Clubs, or Private interests. These groups shall be involved in business, industrial, labor, religious, law enforcement, education or other major groups and interests in the community they served.

Appointments to the Policy Committee shall be for a period of two years. A member may be reappointed with no limitation to number of terms, except that such term will not continue in the event an officer becomes ineligible for membership on the Policy Committee.

Created: By Ordinance 2004-O-235 dated October 11, 2004; Keep Laredo Beautiful has been an affiliate of Keep Texas Beautiful since 2002 and while it has been active, did not always have a fully functional board.
