In 2015, he was appointed to serve as Webb County Democratic Party Chair becoming the youngest County Chair in Webb County’s history. He was then elected to the countywide party office in the March 2016 Democratic primary and re-elected in the 2018 elections.

In December of 2016, Torres was elected to the Laredo City Council to represent the constituents of District 4. Torres is a firm believer of integrity, accountability, communication and fairness—all being key to operating a successful municipality. Councilmember Torres’ priority is to fight to ensure that the decisions made on council are made for the right reasons and for the benefit of all, not just for a privileged few.

In the General Election of 2020, Councilmember Torres’ City Council race was the only one decided outright with Councilmember Torres being re-elected with over 62% of the vote.

Amongst Councilmember Torres’ agenda as City Council Member for District 4 have been:

• Making streets safer and investing in first responders;
• Creating jobs and supporting economic development;
• Focusing on our youth and senior citizens;
• Creating great public places to live, work and play; and
• Putting City Hall to work for you!

Councilmember Torres has brought fresh ideas and positive solutions to the Laredo City Council, as he continues to work hard to ensure that our city continues to prosper. He remains committed to the fair and open-minded expansion of economic development and improvement of quality of life for Laredo. A major accomplishment Councilmember Torres brought to District 4 has been the implementation of the Neighborhood Empowerment Zone (NEZ), which helps families and local businesses re-invest in their home and commercial properties to beautify and restore our neighborhoods. This tool has incentivized and assisted new businesses to open shop in District 4 by investing their money in our community. Over $41.5M of new economic development for District 4, creating new jobs. Additionally, Councilmember Torres has brought over $1M in neighborhood safety and parks and recreation center improvements. Most notably, through diligent efforts, Councilmember Torres brought much needed water quality improvements to not only District 4, but to the entire City. The Lyon Water tanks, which are the heart of the City’s water system will undergo over $8M in improvements.

In an effort to promote community beautification and reinvestment, Councilmember Torres repurposed the abandoned police substation on Springfield Avenue by converting it into the Laredo Crime Stoppers Office, subsequently reducing crime in District IV by 20%.

Keeping with his campaign promises, he has worked persistently to bring over $1.5 million for much needed sidewalks and street improvements, of which more than half have been at no cost to the taxpayers - the most in our district’s history. District 4 parks have received hundreds of thousands of dollars in improvements to promote wellness and a healthy lifestyle and ensure our youth are kept off the streets. Neighborhood safety has also been enhanced through the installation of speed humps, speed radars, public lighting, bus stop shelters, and the remodeling of Fire Station #5. Again, setting the bar high by investing the most ever in safety and first responders in the history of District 4. Councilmember Torres has also worked to bring awareness to our Animal Care Services Department, and has ensured to work to protect our four-legged friends. He authored the Animal Neglect Registry Ordinance, a first of its kind in Texas; and with the support of City Council successfully passed and implemented this ordinance that now ensures better care for our animals.

Councilmember Torres is a member of the City & County Government Issues Committee, Animal Care Services Board, Veterans Affairs Committee, Public Safety Advisory Committee, Laredo Public Facility Corporation, South Texas Development Council, and the Community Action Agency Board.

Councilmember Torres’ vote on the council has always been to protect your interests. He has been against new fees and his voting record reflects his opposition to the increase of water utility services, public transportation fees, and the failed proposed street maintenance fee. Lastly, for the first time in over a decade, Councilmember Torres proposed a tax rate decrease for 2019 which was unanimously passed and adopted by the City Council, lessening your taxes. The latest adopted balanced budget, was approved and passed with no increase to the tax rate to continue providing quality services to our constituents.

Councilmember Torres is also active with the community through service and volunteer work assisting non-profit organizations such as Boys & Girls Clubs of Laredo and Cocker Spaniel Rescue of San Antonio/Austin, which services the Laredo community. His public service experience includes serving as Webb County Commissioner’s Court Representative on the Webb County Head Start Policy Council and as Commissioner of the Webb County Elections Commission.

In January 2020, Councilmember Torres was appointed Mayor Pro-Tempore, becoming the youngest Council Member in Laredo's history to hold such title.

Councilmember Torres is the Executive Director of Laredo International Fair & Exposition (L.I.F.E.). He is married to his high school sweetheart, Berlyn – a local educator. They are the proud parents of their son, Santiago Milan and daughter, Renata Camil.

Councilmember Torres and his family are strong advocates of the pet population and strongly encourage the community to spay, neuter, adopt, and love pets. Leading by example, the Torres Family adopted two Cocker Spaniels, Wesley and Nelson whom have made the Torres Residence their permanent, loving home.

The Torres Family practices their faith as active parishioners of San Luis Rey Catholic Church, where Councilmember Torres serves as an Extraordinary Eucharistic Minister.
