Property Assessed Clean Energy Program (PACE)
Property Assessed Clean Energy (TX-PACE) is a proven financial tool that incentivizes Texas’ property owners to upgrade facility infrastructure with little or no capital outlay. Approved by State legislation and established by local governments, TX-PACE programs enable owners to lower their operating costs and use the savings to pay for eligible water conservation, energy efficiency, resiliency, and distributed generation projects. Owners gain access to private, affordable, long-term (typically 10-20 years) financing that is not available through traditional funding avenues.

Laredo established the PACE program on September 7, 2021 through Resolution 2021-R-197. By establishing the program, projects in Laredo or within the Extra-Territorial Jurisdiction (ETJ) that involve the installation or modification of a permanent improvement fixed to a privately-owned commercial, industrial, or residential property with five (5) or more dwelling units can qualify for up front and long-term financing for improvements to the property that are intended to decrease water or energy consumption or demand.
Since then, PACE projects in Laredo will save over 300K kWh/yr, nearly 700 gallons of water/yr, and reduce CO2 by about 160 tonnes/yr. Learn More.
