Homeless Assistance - Emergency Solutions Grant (ESG)
Emergency Solutions Grant Funds
The Emergency Solutions Grant Program (ESG) is authorized by the Stewart B. McKinney Homeless Assistance Act of 1987 as amended (42 U.S.C. Sec. 11371 et seq.). The City of Laredo, Community Development Department is the administering agency for this program. Funds are made available on an annual basis to local homeless service providers based on a demonstrated need. Emergency Solutions Grant funds may be used for operations and maintenance of a homeless shelter, homelessness prevention, rapid re-housing assistance, essential services and street outreach activities in connection with emergency shelters for the homeless.
It is a priority of the U.S. Department of Housing and Urban Development (HUD) and the City of Laredo to work under a “Continuum of Care” approach to homelessness to assist homeless individuals and families to obtain a decent living environment.
Current ESG Recipients
Bethany House provides homelessness prevention and rapid re-housing assistance in the form of rent and utility payments and/or emergency shelter. Contact Bethany House at (956) 722-4152.
Casa de Misericordia offers battered women the chance to reclaim their lives through comprehensive, holistic services and consistent long-term support. Casa de Misericordia provides secure, temporary residential services to victims of domestic violence. The shelter can house up to five families. We provide a safe place where victims of domestic violence can be oriented, educated on domestic violence and where emotional support is provided. Casa de Misericordia also links victims to appropriate agencies based on their needs and goals.

ESG-CARES Act Funds
These funds are to be used to prevent, prepare for, and respond to the Coronavirus pandemic (COVID-19) among individuals and families who are homeless or receiving homeless assistance; and to support additional homeless assistance and homelessness prevention activities to mitigate the impacts of COVID-19.
