The City of Laredo Utility Planning and Coordination Committee is composed of representatives from public and private entities that are authorized by law, franchise, or license to construct and maintain facilities in the right-of-way. The Committee was formed in March of 1999 to improve coordination, communication and cooperation between governmental agencies, utilities and contractors involved in public improvement projects. The purpose of this committee is to promote improved policies and practices for facilities located within the right-of-way and easements, both public and private in the City of Laredo. With these needs identified, a committee was formed and charged with developing a public improvement project guide that would describe a system that would maximize communication, coordination, and cooperation between governmental agencies, utilities and contractors involved in public improvement projects.
